Hi,

What are these things called, and what do they do?
Can they be ckeaned, or replaced??

The top part is some sort of bent for the crankcase vent system

The bottom arrow is pointing at the leak detection pump (LDP). The top arrow is pointing at the LDP filter. They are part of the California emissions package. The LDP works with the evap purge solenoid to make sure there are no vacuum leaks in the system that would prevent the EPS from doing its thing.

The procedures for testing, removing and replacing it are in the factory service manual. Some of the XJ Facebook groups have the service manuals uploaded to their "Files" sections, or you can download a legitimate PDF copy from Pacific Coast Manuals for $8. Be sure to get the correct year for your vehicle, because there are subtle and not-so-subtle changes from year to year.
