What is this sound? Clogged (brake) air assist? (video)

What is this sound? Clogged (brake) air assist? (video)
I can't for the life of me figure out what this sound is. I have seen topics about people asking about a "hiss," and maybe that's what this sound is SUPPOSED to be.
The brakes physically are in good shape. The rotors, drums, pads, shoes, calipers, cylinders, and springs/hardware are all new. Those all needed to be fixed and were not an attempt to correct this problem, which has been happening as long as I've had it.
When this sound isn't happening, my brakes are perfect. When it is, they are very grabby and throw my rear end around. If it's a clogged air assist, would anyone know of a way to unclog it?

Indeed, hadn't gotten back to this quite yet.
Pulled my ABS fuse, the symptom is gone but not the problem. Gonna badger a Jeep dealer tomorrow about getting the pump and actuator replaced under the recall.
All the "What is this hissing?!" threads threw me off the trail.
