You should start by putting the money away somewhere safe. Then researching a little about what you need for a lift and the problems caused by lifting your rig. With $700, If you are carefull, you can do a reasonable lift and some preventitve maintenace. If you skip on the PM, that $700 dollar lift-kit you buy will cost you alot of money, chasing problems in the future.
Rusty's kits are OK, or as OK as anybody elses.
Minimum parts needed for with 3-4" lift, shocks, new springs front and rear, lower control arms, Adj trackbar, sway bar disconnects. Things you should replace before the lift Tie rod ends and Ball joints, Upper CA bushings, See "Death Wobble". Plan on needing at least a TC drop and axle shims, SYE can come in the future.

not to mention the cost of the new tires. I'd save up some more money and go from there. But as for rough country. I've been running there 4.5 kit for over a year now with no trouble
