Aftermarket alarm indicator lamp. It'll flash, off or constant lit depending upon what mode the alarm is in.
Unless someone used it for another purpose of course. Do you have the alarm siren and brain somewhere.. it could have been removed. Try backtracing the wires.. if there are any.

Ooops.. thought you were referring to the red lamp.
The panel is blank, some models had the clock there, and there was also a very rare early VIC type panel similar to the ZJ's. Monitored vehicle components.
But in your case, it does nothing. Just a fill panel.

Well I do have an alarm system and that would make sense with the light blinking. But what about the rest of it? that is just such a huge space to occupy nothing.

They didn't always make different dashes for all their vehicles. Some options that others had didn't come on some trucks, so the panels left the factory empty.
