that doesnt sound like a lifter tick it sounds more from the bottem end and has a deeper noise then the ticking of the lifters
not to sure if it goes away when its warm ill have to check that

check the torque converter to flexplate bolts. They have a habit of backing off and making knocking noises that sounds like the bottom end of the motor is coming apart. The flexplates can crack too so check for cracks when you are checking bolts for tightness

When you have the belt off (its really not hard to get off), try spinning all of the pulleys to make sure that the bearings are ok. If you find any that feel like they are grinding or wobbly, it could be why the belt is locking up and could (probably a long shot) be where your knocking noise is coming from as well. Depending on which pulley bearing is f-ed, it can make lots of noise.

My motor had a pretty good rod knock to it at idle and at some RPM ranges, it's been like this for a while. I currently have 213k on it, I changed the oil tonight and put in 20w50 oil the rod knock is almost not even noticable at all RPM ranges.
Sounds like you need to address the belt issue first. Then I would pull the inspection cover on the bell housing and make sure all the torque converter bolts are tight (if you have an auto trans)

X2 on thicker oil, Lucas makes a great product called Heavy duty oil stabilizer. Add a quart to your oil it will quiet knocks and raise oil PSI. Add it to your diff to stop howling. Add it too your t-case to stop the noises and make it shift smoother. I can keep going...
