Used engine or reman head?

Heads cracked. Low compression in cylinders 1 and 3.
Replace whole engine with a used one for $650?
or reman head for $300 plus water pump and thermostat housing?

I guess it depends a lot on the cause of the low compression in 1 and 3. If it's valve related, fine. If it's rings/bores, not so good. Have you had the head off yet?
Is the replacement engine still in the vehicle? Would the owner let you do compression and leakdown tests? or at least hear it running?
