Default Trouble Removing Bumper Covers

Trying to remove the front and rear bumper covers from my 87 xj. The bolts have a star head which is making it difficult to get any real leverage. Plus, the other side of the bolt is a little rusted. I can get a socket head on it but there's not enough room for the handle.

Is it best to try to drill them out? I don't want to remove the bumper.

Anyone have any suggestions for getting these off?

Those bolts are rather thin and if they're starting to rust you can probably twist them in half with vice grips or channel locks.
