Trimming Flares

Trimming Flares
I'm wanting to remove the plastic piece that hangs below the front bumper on my XJ. It think they look much better without it but the flares would need to be trimmed. What is the best tool/method to trim them with?

to make it look good i would remove the bumper endcaps and cut of the metal section under the grill and make the flares and fenders flush with the bottom of the grill like the 97 newer cherokees and just use a grinder with a cut off wheel to remove the lower section of the fender and a hacksaw or utility knife to cut the flare
