I had the same issue, I cut the bolt off with a sawzall and moved on. Otherwise like others have said, tack weld the nut in place.

I cut down the middle and it loosened the bolt so I could pry the top and wrench it off. The bolt was still reusable and I put a nut in place of the boss for the new bracket.
