TPS Testing: Low Voltage

I recently backprobed the TPS on my 95 XJ Sport, and while I don't have any dead spots, it does max out at around 3.8v, rather than the 5v it should. Could this cause rough running as you apply throttle?

My Jeep's pretty much undriveable right now, and this is the only thing diagnostics have turned up so far. I've read a lot of people talking about dead spots in their TPS, but not low voltage. Thoughts?

If it's out of spec, replace it. Use ONLY a Mopar TPS. Some of the sensors on these beasties are pretty sensitive, and there's a huge history of bad aftermarket parts out of the box.

I paid $80 for a mopar Tps and it died after 6 months.
