Timing setting

I have a 1991 cherokee 4.0 , motor is rebuilt and everthing is new or remanufactured. everything is together and motor is turning over but will not start , it fires but like its timing is off. im trying to start it at TDC at0 degrees on the balancer.... is there a setting it needs to be started at like the 4cyl motors such as 12 degrees or 28 degrees??? Please help me out if you got any suggestions or info for me... thanks

also firing order has been checked a dozen times , fuel pressures at 41 psi , tdc is for sure and set to 0 degree like I said... sensors are all new... everything seems to work it just wont run

I understand all of that but when on TDC is it needing to be at 0 or what? Maybe I have a deeper issue but everyone keeps telling me timing but I keep checking and its set right? Any suggestions?

Yes.
If you follow the instructions I linked to your #1 piston will be at TDC on the compression stroke....then you can install the distributor so that the rotor is positioned properly.

That's it.

Yes, 0. Those other numbers are degrees of ignition advance. You want 0, with the rotor at 5:00. (looking from the side). (ignore the book).

I guess rarely the timing mark on the balancer can be off. You can put something "non offensive" in the plug hole of #1 or #6 to feel the piston and check the mark if you like. (a piece of straw, or a straw would work)
