My xj wont turn over, any suggestions?

My xj wont turn over, any suggestions?
So i have a 1998 chrokee sport (4.0l) and it was driving perfectly fine and then i got in it to go to school and it wouldn't start. Initally I though I was out of gas, but then we came to the conclusion that even if i was out of gas, the starter would still turn over. The battery is perfectly fine. So I replaced the starter with a new one and it still isnt turnig over. We checked all fuses, tapped the solinoid with a screw driver and it sparked so i know its getting electricity, the NSS seemed to be fine but im not too knowledgeable about electrical systems so I dont know if there is a short somewhere or a bad ground wire going to the starter or any of that. Any suggestions? All advice is appreciated. Thanks.

Never buy parts unless you are sure the part you are buying is broken. It gets expensive and you still may have a problem.
You need to check that the battery is good and fully charged. Do a load test on it if necessary. The auto shops can do this free. Check that the battery cables are good, clean and tight at the battery and starter, also the ground cable. On an automatic the NSS can cause a no start problem. Move the shifter thru all the positions and try starting in park and neutral. It may start if the NSS is acting up.
If that does not work then you need to do some electrical testing to find the problem. Try the above first and see what you get.

Same thing happened to me. If all of the electrical stuff turns on, check the starter. If you tap the starter with a hammer while trying to crank the car and it starts, you have a bad starter

I have already tested the battery it is perfectly fine. I took off the nss the first day and it was also fine. The starter is from advanced and my old starter was rusted to hell and back. But my parentsare towing it now cause they dont like me working on it in the middle of! our street. But thanks for the tips everyone!
