No absolutely no. Thermostat is 195F or 90c

You are running VERY dangerously hot.

This X2!!!

That temp is "I'm about to melt down" hot. Normal operating temp on your gauge is about 100. (hint: middle of the gauge is "normal")

Lower temp thermostat makes matters worse, not better.

But running that hot you have other problems too. Since you say it does better on the highway, look at airflow first.

1) Fan clutch working properly?
2) Is your shroud missing/broken?
3) Is your elec aux fan working?
4) Are your radiator fins clean/free of debris?

No, thats not normal.

40*C = 104*F
100*C = 212*F
125*C = 257*F

Normal operating temp for a 4.0L is 210*F +/- a couple degrees. Your gauge is reading in the neighborhood of 240*F.

To convert C to F, multply the temp by 1.8. Then add 32.
To convert F to C, subtract 32. Then multply by .5556.

x3 - the only gauge you want to see tilted all the way to the right is the fuel gauge!

people do this all the time , they put in a lower temp thermostat to try to lower operating temps and while it may work on some things it will not work on a cherokee. the problem is the radiator is just too small and what happens is the the lower thermostat does not stay closed long enuff to hold the coolant in the radiator long enuff too cool so in time all the coolant gets hot and you have an overheating problem what you need is a 195* thermostat that will close properly and hold the coolant in the radiator long enuff to cool before letting it back into the engine

You might want to get a thermometer gun (pyrometer) and just shoot a temp on the radiator & the engine.
My gauge was WAYYYYYYYY off and my Cherokee was not over heating, even though it said it was.
When I took the temp readings the engine and the radiator were at 110F.

I had also just replaced my temp sender on the back of the head as well. (NAPA sender for the gauge, not idiot light)
Harbor freight has cheap ones if you need to buy one?
