When i first start it up (then goes into idle) the gauge reads 1,000 RPM (the motor doesn't sounds like it's revving up). Then when i put it in drive, the tachometers needle only ranges from 1,000 - 2,000 RPM. Every once in a while the gauge will work correctly. When it does, it drives a bit better, and I feel less resistance in the gas peddle. I searched up some things and kept getting the same results, "TPS", "EGR", and "CPS". I just replaced the TPS sensor today (5-2-12) and no change. I have a video of the motor revving up in park from earlier today, to give you more of an idea of whats going on.

My 99 is acting somewhat similar, though not revving as sharply as yours. It jumps from an idle of about 850-900rpm to 1200-1500rpm, will stay there for a little while (5-20 seconds), then drop back to idle. It also surges while driving and has intermittent no crank issues, so i'll be replacing my CPS tomorrow to see what happens.

Of course I have other issues that point to the CPS, but your issue is one of my symptoms, so there's my recommended starting point for ya!
