Symptoms of bad headlight/dimmer switch?

Symptoms of bad headlight/dimmer switch?
I have a 1990 XJ Wagoneer and it appears that all of the dash lights and overhead console lights aren't ok, but they are, just SUPER dim. I can see the overhead console screen works when the light hits it just right. Is this a broken interior dimmer switch or is there something else I should be looking at?
