Ok. I pretty much have a new front end Upper and Lower CA's Adjustable New Steering stabilizer Adj. Track Bar. my question is why is my steering still loose.

Try adjusting the steering box.

On the top of the steering box is an allen screw inside a 5/8" nut. with the engine running, loosen the nut while holding the allen screw in place with an allen wrench. Hold the nut in place and screw the allen in while a friend wiggles the steering wheel back and forth. When the pitman arm begins to move immediately when the steering shaft moves, tighten the nut while holding the allen screw in place.

Loose steering

Check the wheel hub bearings. I had the same problem chasing the sloppy steering. I decided to change the bearings and low and behold. The left hub had so much play it was scarry. New front bearing hubs and it drives like brand new.

Might want to check some tie rod ends. That's one thing you didn't mention.
