Starter came loose

Hi everyone,
I have a 2000 Jeep XJ with about 151k miles on it. This winter I replaced the starter, and today as I started it up I heard a strange knock. I got the Jeep home, just about a 20 minute drive, and found the starter bolts had worked themselves loose. I got the bolts tightened, and the Jeep starts fine, except for when I turn it on, and try to turn it on again immediately after. The Jeep hesitates for 2-3 seconds, and then cranks over. Is it possible my starter got damaged? I would think If it was, then it would happen whenever I start the Jeep, but it is only on the second startup right after I turn the Jeep off. Thank you!

So if I let the jeep sit for a couple of minutes and then try, it turns right over. Could it just be there is not enough pressure in the fuel rail or another underlying cause?

try turning the key ON, OFF, ON before the second start and see if there's a change.
