small hose from v. cover to intake ?

small hose from v. cover to intake ?
That hose always gets plugged up and is hard to clean and gets plugged again anyway,what is it for.It idled better when I unplugged it but I didn,t drive it like that or did I just create a big vaccum leak.What other options are there,cut the line and put in a bigger hose
