Default Rust and trim paint repair. Quick question.

If the door panel under my side trim is NOT rusted, and the paint is just cracking, do I need to strip it down ALL the way to metal? Or can I just roughen it up past the cracks?

AFAIK as long as there is no bondo or putty there you can just sand it till its metal and go from there...Tj
