Is this rust an issue?

Looks sorta nasty. I feel your pain...mine is solid there but my floors are gone and there's a section of the frame on the driver's side that's rusted out on the bottom. Found a shop to replace the rusted out stuff for a grand or so. I'd start looking around while you can drive it.

No, it's not an "issue".
It's a MAJOR PROBLEM.
Fix it while you can, but before you drop a dime into it, make sure of what you have. Rust hides. Often, what you can't see is where the real problem is.

thats bad
get down there with a screw driver and start poking around. it may be a lost cause unless you are really attached to the Jeep or are willing do dish out alot of money to have it fixed. assuming you arent willing or capable to do the work yourself. it aint easy stuff

That's some serious cancer. Willing to bet it has spread. Start doing some thorough inspections, poke ares with a screwdriver to see if it breaks through, if you find any other spots like that, find another shell, or buy a new one with no rust.
These things require the uni-frame to be solid to remain safe. That looks not safe to me, LOL
