Rocker cover differences

I recently buil a 1994 4.0 to go into my 2000 xj with a cracked head. I ran into an issue regarding rocker cover gaskets. The 2000 engine has the stamped steel cOver which has a smooth and flat bottom to it. The 1994 has a cast aluminum cover which is much nicer and seems much heavier duty. I have 2 gaskets to choose from. One is the rubber with a steel inner band and the other is cork. To me it seems like I have to use the cork with the aluminum cover due to the little locator tabs on the bottom.

The other issue I have had is this. It says to torque to 85 in lbs. I do that. Then when I check them I can get another 1/2 turn on all Of them. I'm guessing it's from the gasket squishing but they never seem to tighten up to spec. What is recommended?
