Restrictor in the air box?

There is a plastic air restrictor in the airbox that is smaller than the throttle body,
Can anyone tell me why it is there? Seems the engine would breath easier without it.

It's prolly a silencer for the intake.

Its a silencer, I took mine uut...
Cant tell you if there was an increase in MPG, and I havent noticed any difference in sound.

its a sound baffle,you can take it out.
