Programming 1997 XJ Keyless Entry

Programming 1997 XJ Keyless Entry
Hello from South America, I live in Medellin, Colombia and I am a new XJ owner again. I used to live in Minnesota and had an 01 XJ for years.
Can a 97 keyless system be programmed without the dealer? I ordered two extra fobs online that are the same as factory. It came with instructions (pic attached) to program but I am not seeing the ground wire in the dash they are talking about. I took off the overhead center console and see the RKE board. I believe that's how it must be done and think I'm screwed... The dealer down here doesn't have a starscan tool to program.
Any advice or am I up a creek? Can I bring the one working remote with the two extras to program in the USA my next trip back in 2021?
Gasoline is really expensive down here and they give incentives to use of natural gas. I just put a 3 tank system in, pictures attached. I will cover it with a box to make the cargo space more usable in the future. I am not seeing any performance loss, just the pain of losing the space. The advantages are almost 70% fuel savings and no restrictions on driving. Regular gasoline cars down here you cannot drive during morning/afternoon rush hour 2 days a week or a $300 fine! Having this hybrid system I can drive whenever want.
