I have a 2000 Jeep Cherokee purchased in Texas and I now live in California. I need to replace the Catalytic Converter and it needs to be CARB compliant. I cannot find a CARB compliant converter with a downstream o2 sensor. Is this sensor needed? Any suggestions? Thanks.
Plus 2 more oxygen sensors and an ECU that can read 'em.
I have to think it's grandfathered in since the vehicle was originally sold outside of CA. (Not that I couldn't see CA making such a ridiculous and obnoxious demand..) There are 2 different laws at play, the CA emissions required for NEW vehicles sold in CA and the CARB parts law. As I understand it (and admittedly, I haven't looked into it that deeply), ALL emissions related parts sold and installed in CA must be "CARB compliant", which usually means nothing more than it has a fancy sticker (and the added premium to pay for the certification built into the retail price) on the exact same part that is sold to everyone else.
In the O.P.'s case, the inspection station will see the new part and if it doesn't have the CARB sticker on it, will fail, so he needs to buy a part that has the sticker, which obviously limits the brand choice.
If he needed to convert it to the CA emissions version, he probably would have had to do that before he could even register the Jeep in CA.
If your Jeep has "federal emissions" you dont need to change anything to pass smog in CA. My 99 had federal emissions and a non CA compliant cat yet passed smog every time. Its a loop hole most people dont know about.

Yes this exactly! As long as it passed smog in the state it came from, it will pass in CA without having to modify anything (assuming all the factory smog stuff is still working and intact).
Edit - I also have to say I put new non CA pre-cats on my 01 and it still passed smog. Some smog refs just dont take that good of a look, especially if everything "looks" stock.
Let me be clear, I'd never suggest or recommend doing anything that wasn't fully compliant with the law. I'm merely theorizing about what an unscrupulous person might do.
Things such as crossing state lines and having a shop do the work since you've moved to that state for a day before moving back to CA.

It has passed several smog tests here in California before with the factory converter. It's my understanding that CA will allow that, but if a new one is needed it must be CARB compliant. Even if I were to put on a non-CARB, places won't even ship those to CA. I would need to purchase it out of state. CA always makes things more difficult!

Are you getting a code for the cat being bad ? I would just weld in a new carb compliant cat .That way you can get all your monitors to pass , that way when they read your computer it will show all compete .

No code yet, but it's making noise. So are you saying use the new carb compliant and undo the o2 sensor?
