rear bumper removal

rear bumper removal
I was under the impression that to remove the rear bumper you could either unbolt the bumper piece from the brackets that connect the bumper to the frame or unbolt the whole thing as one piece from the two brackets that connect to the frame. So I decided to unbolt the whole thing altogether as one piece. I unbolted the two brackets by removing the 4 bolts holding each of them in place.....now the bumper should be free to come off as I unbolted the brackets holding it to the frame....however its stuck in place as if I never touched it. Is the bumper rusted in place or am I missing a step?
