Default rear brakes grind/stick when pulling away/turning/reversing

Hello
I have bought a 2001 cherokee classic, the rear brakes grinded a bit, mostly when pulling away or turning, so i adjusted the handbrake cables underneath the car to loosen them a bit and the problem got worse? So I loosend them all the way so they would not be on atall and so the handbrake pointed to the roof so I had no handbrake but the rear shoes are still sticking really bad. it sounds like it is going to rip the rear wheels off. any ideas??? be nice im new.

Did you take the drums off and check condition of brake shoes and drums?
