radiator electric fan

Think my fan might be having issues but not sure. Was out wheeling and had my engine up to probably about 215 and had my hood open and noticed my fan wasn't open and when I wrung it it didn't turn smooth. When I got home I did a little research and seen the fan doesn't come on until 210 to 220 Which my jeep has barely went over 210 and its supposed to come on when you have the ac on so I blasted my ac and the ac works really well and cold but the fan still doesn't come on. The only way I got the fan to come on was to unplug the temp sensor on the thermostat housing. Is this normal or is something going on?

The temperature sending unit or the gauge inside of the cab is a unit in the rear of the head. The temperature sending unit in the thermostat housing controls everything else including the fan. They can be different temperatures. Unplugging this unit or connecting the fan to the battery tests the fan. There is a different circuit ¿diode? for actuating the fan when air conditioning is turned on.
