quick question about shocks
sorry im a newbie and not sure ive got a 99 xj limited and need some shocks but my question is am i gonna need steering stabilizers or shocks for the front

well im not on a budget per say depending but so what shocks would you suggest bear in mind i dont do much wheelin my truck is mostly street and i live in chicago so its 4x4 use is more for rain snow ice and ALOT of potholes

ok that helps with what kind to get but that still dont answer my question as far as do i need gas shocks or steering stabilizers for the front with a 3 in lift and oversized tires

BUT, I respectfully choose to disagree about Rancho making terrible shocks. I had Rancho 5000's on my CJ, and they were great. Even after many, many miles of some tough offroad use they still gave me a smooth ride and controlled highway manners at all times. Never any leaks, never broke one.
The CJ has a new owner now, but the XJ now has a new set of Rancho 5000's, and as before, I'm very happy with them.
I would also submit that since you indicated your primary use for your Jeep will be urban travel during winter weather, I see no reason to pour a lot of unnecessary dollars into shocks. Almost all the standard equipment (OEM) brands will meet your needs.
Sometimes we think that unless some particular piece of equipment meets the approval of our peers, we aren't allowed to consider it for our Jeeps.
My needs or uses may be different than that of others, and I don't buy things just for their name. I buy what works well for me.
Pull your steering damper off and see if it still has good resistance in both directions, or if it shows signs of leakage. If it's still good, bolt it back up. If it moves in and out easily, or shows that it's been leaking oil from the rod seals, replace it. Remember, the purpose of a steering damper is to subdue sudden movements of the drag link, so that you don't see the results of "bump steer". It is not meant to be a cure all for other front end problems.

Rancho SUCKS, Buy Monroe Sensatracs for the type of driving you described. If I remember right 37193 for front and 37029 for rear. Always measure at full extension and compression to make sure they fit. If you just can't live without the status of Ranchos. Paint the Monroe's white get a Rancho sticker throw it in the back window and tell anyone who asks that your part of a beta test group for Rancho and testing a new shock.
