lower control arms are just the arms. the control arm drop is the brackets.

if your going over 3" of lift you probly want to just invest in some new lower control arms. if its a good complete kit it will come with new longer lca's.

For a lift of up to 4", roughly, you can either get after market longer lower control arms or you can get dropped brackets and use your stock control arms. The dropped brackets and stock control arms would ride better, in theory. Because you would retain the stock angles on your control arms. I, however, would go with the longer after market control arms vs. the dropped brackets for off road use for 2 reasons. The stock stamped steel junk that the stock control arms are made of won't last and the dropped brackets would get hung up on everything. So, for just a more aggressive look for an XJ that would be driven mostly on the road, the drop brackets are the better choice.
