Pulled the Idle Air Control Valve to clean it...should it be fully out?
 
Not too much carbon (1999 4.0, auto), but I realized that the pintle? (mushroom headed thingy) is fully out, and all the pics I see of the new ones have it retracted. The spring is covered by a sleeve that can be moved easily, but I didn't push on the pintle itself to see if it would move (per what people on here said).

I'm suspecting that's the issue on startup with my daughter's car ( Thread Here. ).

Sounds like it's a possibility. Replace it and find out. It could have been stuck when you pulled it out.

I'm still waiting for the Amazon delivery of the new part (that was supposed to be here yesterday)....somehow Amazon Delivery Service manages to keep losing things I order. And when I ordered, I went with the best reviews and quickest delivery combo...(I bought a cheap part to see if that's the problem, if it was, I pull the cheap part, keep it as a backup, then buy a premium...MOPAR or OEM if at all possible to do a more permanent replacement. Figure it's worth the $13 for the cheap one as a 'diagnostic fee', then it goes into the 'backup bin' ).

cleaning off the iac pintle and cleaning out the tb really helped steady my idle and make it run smoother so hopefully the new iac will help.

Yep, mine (my daughters) was out further and wouldn't move with any kind of hand pressure. Amazon still hasn't showed up...so I bought a BWD locally for now.
