I have a 1999 XJ. The power windows on every door except the driver works about once out of 20 times. I can control them fine from the driver door but not from the individual doors themselves. This is my first XJ and the windows go down super slowly and sound like they are dying. Is that normal or not? Okay now for the power lock issue: none of the power locks work. It didn't come with a keyfob and the buttons inside for the power locks dont do anything. The doors make a motor sounding sound but nothing happens. I'm not sure if those are 2 separate issues or if they are related. Any tips would be greatly appreciated. Thanks!

Driver's door master switch is notorious. All other door switches run through it.

Thanks. I'm pretty new at working on my XJ so would that fix both the locks and the windows?

It very well could. It's probably the easiest, least expensive place to start. I have had multiple issues with door locks due to the failing switch, actually had to do some wiring repair in the driver's door harness for some window issues. But I would start with the switch, and if it takes care of the windows as well, than that's a bonus.
