Power Lock Issue..Help!!

I have been working on this for a long time on and off and I am completely stuck. I have a 96' Cherokee Sport, manual, 4.0L. For about a year now none of my power locks work on all four doors. When I hit the button on the driver door or passenger door the relays click under the steering column.

I know many people have had this issue but this is where mine has gotten weird. My switches are good, my motors are good, my relays were replaced. There is power going to the relay from the switches with the pink/purple wire and the orange/purple wire. Coming out of the relay the pink/black and the black/white have no power which is the problem.

Another thing I noticed on the wiring diagram is there is power going to the switches from a fuse, which is why my swtiches work, but then there is a green wire that goes from some 30A circuit breaker straight to the relay. When I tested it the green wire has no power either. The diagram says that green wire is always hot so I am assuming that the relays is not getting the power form there it needs to juice the doors. The problem is I cannot trace that green wire to anywhere. I see it disappear into a giant mess and its gone. Can anybody help?

Where does the wiring diagram say the green wire goes?

From a 30A Circuit Breaker which is always hot straight to the relay.
