Power but hard start
 

I have a 1996 4.0. It is having an extremely rough start but runs okay after it gets going. If I turn it off right after it has been started it will not start unless i put my foot on the gas. I have replaced the CPS with the hope that was the problem. I also ran a pressure check on the fuel system. I am runing at 50psi will both and turned off which the factory says 47psi. So it is not losing pressure when turned off. So no leak. I am quite convinced it is something in the fuel system.

Any ideas?
