Default Possible Ground??

I have a 99 XJ that I just recently got and have been trying to dissect some issues.
  1. I have no speedometer and the odometer/trip meter do not count up
  2. Front washer pump works sometimes
  3. TPS on the computer registers at 18.2% open when closed
I have replaced the speed sensor, washer pump, and TPS all with no fixes on any. I originally was getting a P0123 and P0500. Now I am just getting P0500 after all those replacements. Everything else runs perfect and drives great. The PO must've recently done the plugs and when they put the wires back they just put them in whatever order so I'm assuming that caused it to run rough when I got it, but that is obviously fixed after I did the plugs, wires, cap, and rotor and put it in the correct firing order. Those problems listed above though I am still trying to trace and have a hunch it's going to be a possible ground somewhere. I have cleaned all the grounds and still no luck. Any advice or help would be great.

When you replaced the speedo sensor did you make sure it was clocked to contact the speed gear on the output shaft?

Regarding the washer pump, have you checked the indicator stalk for damaged wires?

Check the ground wire on the TPS. Should have very low resistance to ground and be pretty close to zero volts. Try cleaning up the ground connections on the passenger side of the engine near the dipstick

Yes to both of these.

I checked the ground wire before and it was, also cleaned that connection, but will clean it more. Is there a chance that those 3 problems are all related? Or just coincidence?

I'm assuming you're using a scan tool to read the %throttle? Does that match the voltage you're seeing at the sensor itself?

Yes I was using a scan tool. When I tested the voltage the sending wire was also showing voltage. So I'm confused on the wiring throughout. It doesn't look like anything anywhere is messed up at all so seems like it could be a guessing game.

I forgot to mention also the horn doesn't work. I hear the relay click, but it doesn't work. Relay has been replaced.
