let me tell you what i did when i had this issue. i replaced the pump the thermostat. and thermostat housing the sensors and flushed the system. also i put new hoses to the heater the rad and any where i could. now i only hit 210 when in traffic or wheeling or going slow and my average temp is about 200 to 195. your best bet if you can do it is to replace the stuff at one time not over months and months that way you have a service record of what you did and when it was done as far as the fan try checking the relays in the under hood fuse box

does the fan work when you hook it to the battery to test it. and the fan also activates by sensor on the motor for the temp

if the cap is old yes it can cause issues. but i would still try to figure out why the fan is not working because that is what helps out when the motor gets hot like when you are sitting in traffic. trekker jmm just did a post about how to run a Manuel switch to it a day or two ago. let me try to find it and see if it helps you.

One one of my 1999 Cherokees I don't have an electric fan. The Jeep was hit in the front and broke it so I just took it out. Don't have a fan shroud on the clutch fan. What I did do was to flush the heater system including the heater hoses to the cabin heater. There was tons of rust in there. I live in Michigan where it gets over 90 degrees in the summer and I have never overheated even in stop and go traffic. Although my AC condensor was damaged in the same accident so I don't use it. The AC is tied in the the electric fan. Did you say you use your AC?
