Only 3 wheels turn in 4 wheel drive?
my dads 89 xj only has 3 wheels turning when in 4 wheel drive
all the others turn except for the front right one
how can it, and can it be fixed cheaply?

probably something is wrong with the vacuum axle disconnect.

With open diff front and rear, you really only get 2 wheels spinning in 4x4 (like when you get stuck)
If the vacuum disco wasnt working then you wouldnt have any power to either front wheel with an open diff

This is very common... The one side that's spinning has less resistance than the side thats barely turning. Another cause is I believe the term is "axle wrap", where in one side is sent slightly more power due to the rotation of the drive lines.
There are plenty of ways to fix this, some expencive some cheap. All will improve your offroad ability greatly. As other have pointed out, if your in a stiuation where some wheels are unloaded a 4x4 can quickly turn into a 2x4.

what are some of the ways?
and that makes sense because i had gotten her stuck, and only the back 2 wheels spun, then when on stands, three wheels turned normally, and the front right one barely turned

The only way to make all 4 spin at the same time are lockers. Sounds like yours has LSD in the rear and open in the front. Nothing is broken, it's just the way Jeep made it. Most 4x4's are 2wd even when enguaged.

ok but if so then why when it is jacked up in the air, the front right tire doesnt spin?
