Obd2 not getting power.

Obd2 not getting power.
Hello all, my Obd2 is reading no power on my volt meter with the engine off, and super low voltage while running can’t read anything. Overhead lights are staying on, and the climate control lights are out now. Anyone experienced this? Any help will be greatly appreciated.
