No valve or filter in the hose going to the intake?

Default No valve or filter in the hose going to the air filter?

93 jeep cherokee xj 4cyl 2.5L 2wd.....I read that there is supposed to be a valve or filter on the end that goes from the valve cover in the back to the air filter . And if there hasn't been one on there then what steps should I take next?. What parts do I need to clean out before I put that valve in there? I don't know much about vehicles in general but can do somethings on my own. Trying to learn more. So any help will be very appreciated. Thanks
