No start
 
Ok I have a 1996 Cherokee sport 4.0 5 speed when you turn the key to on fuel pump doesn't make a sound asd and fuel pump relay check good cps checks good I'm leaning towards the pump itself but when you turn the key to on position you hear all the relays actuate and within 2 seconds go back there is also very very little fuel at the rail any ideas

New fuel pump and still nothing anyone got an idea

It's not unheard of to get one and have it not work. Check the wires to it with a tester. Make sure juice is getting there and that the connection are good.

I've checked and have no power to the pump at all

Not sure what advice you got between post #1 and post #2 (??) however, dont start just replacing stuff (unless you have plenty of money in which case you usually dont drive an XJ), do some testing first! Because now it turns out you don't even have power to your (brand new) pump...

XJ's pretty commonly have wiring harness corrosion problems behind the tail lights, in fact the not running fuel pump can be traced here on many cars and trucks Chevy included. I have totally had to jumper out every single wire, fuel pump included, on my son's XJ. Lots of corrosion at the connecting harness plug, that is where to start for sure. You'll need some wire and a lot of wire nuts. That said, it's been like 3 years and that repair I have not had to revisit. No soldeiing either, which I was prepared to do just never got to it.
Lift the gate and pop off the plastic panels in the rear and behind the lights.
