No power steering at idle...

No power steering at idle...
Hey guys,
Sorry if this topic is well-discussed, but I couldn't find anything on a search. My roommate's '97 Cherokee Country (I-6) has no power steering at idle. It started as none period (just quit one day), so I replaced the serpentine belt and tensioned it. Now anything over 800rpm is fine, but at idle (like when stopped) there's no power steering. Any thoughts? Thanks.

Hopefully not ... the steering box was replaced about a year ago after a minor collision (don't know many specifics).
The steering also "pops" very loudly when turning near full-lock (either way, I think). A little searching says this might be the trac bar ... could both problems be caused by the bar? The wheels will still turn at idle, just no power assist.
