No horn and airbag light

No horn and airbag light
Finally got my 2000 jeep running after 2 years. I have the airbag light on and my horn doesn't work. Those are the ONLY things that don't work on this thing. Did I miss a harness? I believe the front bumper plug is an airbag connector and is not connected. Never has been connected, I just don't remember the light being on.
As for the horn, why would it stop working? I guess it could be associated with the airbag on the wheel. Just not sure where to look. I didn't mess with any of that stuff.

Almost definitely a broken clockspring in the steering column. It causes both of those problems. If you have cruise control, give that a shot. Broken cruise control is the third symptom.
