No crank No start security light on.

No crank No start security light on.
A few weeks ago, during spring break, I went to start my Jeep. Only I got nothing out of it. No crank, no start. The security light is on. I don't think it is the battery. Could it be the PCM fuse? It makes a clicking noise if it was the battery. I have a 1995 Jeep ZJ V8.
