Default new tires rubbing

i have a 3 inch rc lift with 31s rubbing a tad bit with cutting wat can i do

it touches bumper cap when i make almost a full turn it only rubs i think on drivers door dosent look like its rubbing on passenger

When I first put my 30's on with no lift I took a sawzall and trimmed my caps back just enough to not rub while turning.
