New bumper install problems

i have been putting all i got in to thies stearing pump bolts trying to get them out i have soaked them in PB blaster, used a braker bar, damn near standing on the wrachet, smacked them with the hammer, soaked them with more PB, just about every thing i can do, i dont have air tools at my house is there any way to get thies off?
any one run in to this problem
its 2 am and i got crap to do in the morning i was hopeing to finish this tonight but i guess not

your best bet is going to be heat, but there is a meathod that i use, you dont need heat for but you probably already know this, when you put the breaker bar on the bolt put a lot of force on the bar by pushing it down as far as it will go then with your freehand smack the bar down really hard, maybe even use a hammer, the snapping motion rather than just a constant pressure on it tends to snap rust in the threads.
