need help with some problems

My '01has a hard time starting up. Sometimes I have to push the gas and other times I don't. It won't pass inspection either. Catalyst and evaporative System not ready. The check engine light isn't on, and I haven't disconnected the battery at all. It also doesn't have any codes that are coming up. Any ideas on what to check or how to fix it?
