Mysterious Headlights
 
I recently installed new LED(with DRL) headlight and I noticed a problem. With the headlight switch pushed all the way in/shut off and the key on the low beams would be on. They would only be about 25% brightness but they were on. I grabbed a multi meter and came to find out I had a constant 7-10 volts (depending on battery charge) on my headlight low beam wire. I traced it back to the headlight switch which I then replaced along with the connector and it persisted. I put the old sealed beam headlights back in and they did the same thing.
Any ideas

Does your XJ come equipped with the Sentry Module? (Keeps the lights on for a few seconds after shut off) If so, unplug the module to keep power from going to them. I had this issue on my 93 Country.

Early models will have them driver side header panel behind the grill. Later models have them under the driver side dash. They look like this.

I also have no brake lights. Everything else back there works just fine and all bulbs are good. Just no signal.

On mine, fuse 20 under the dash was for the sentry unit.

I read somewhere that the brake lights run thru that delay module. Is that true
