Default My '99 has a defrost problem

So Im in Maine and the other day we got our first "serious" snow in the southern parts. I had about 3" of ice and wet, heavy snow on my windshield. Went out, started her up, threw the defrost on and left her for a bit. Came back, got in and noticed the passenger side hadnt melted at all AND noticed a funny "windy" sound.

After messing with things for a while I have found that the passenger side defrost isn't working..... when I put it on anything past 1. Even 1 is a crap shoot. After turning it off, throwing the **** around, etc., I can SOMETIMES get the passenger side to come on, but if I turn it up to 2 or above it kicks off and the funny "windy" sound is back. Alll other settings on all heat ranges work fine.

So, Im figuring something is broken. Probably not an actual vacuum line but more along the lines of the door arm that attaches to it?

Wondering if anyone else has had this problem before I go pulling the dash apart. Thanks in advance!
