You should tell him to research about making his engine a stroker. I forget what horsepower you could get out of it but I think it was in the high 200s, like 280+

Install 2.5 inch exhaust.
Install a 99+ intake from a 4.0 XJ or TJ
Install 63mm Throttle Body
Install 3 inch intake with quality cone air filter
Crane a hotter grind cam for the 4.0
Port your head to match the 99+ intake
You might want to try one of the chips on the market
Anything else is gonna involve boring, stroking and bigger pistons.
There is a Super Charger made for the 4.0
Even with the stock size tires, going to 4.10:1 gears will quicken it up

One word Stroker, then bored tb, port and polish head and port match intake, ram air intake where you actually get cold air instead of hot air, upgraded injectors, adjustable fuel pressure regulator to match.. That should get ya started.

Hopefully he does not plan on street racing this thing. The first sharp curve at high speed and he will be rolling off into oblivion.

Look at my build thread under project X-jay. I made a functional ram air intake from a dryer vent. It can be plugged w/ an Oatey brand, expanding plug. It was less than $30 and INHALES air at speed. You can actually look in the vent and see the cone filter. Tell him to search on ebay for Cherokee specific cold air intakes. I got mine w/ a no name cone filter, polished aluminum intake tube, and 90 degree bend for $32 shipped to my door. The seller had a best offer option which was cool. Hope this helps!

Going to 4.1's will give you more acceleration, and more torque at the wheels. I don't believe it will speed you up overall though. Getting a lower final gear ratio will give you more top-end speed.
