Middle vents not working

Middle vents not working
I have an issue with the middle vents not working on my '98 XJ. I have checked vacuum and have plenty. The lows and defrost both work but the mids do not. I also checked to see if the doors were opening properly and they are. I dont know what the issue could be. Does anyone know anything that might help?? A mechanic told me that I would have to take the dash apart and there was some sort of insulation or something that goes bad commonly and is most likely the cause of my issue. Anyone heard of this?? Thanks guys!
