Default Maxed out idle when starting jeep

I drove my jeep yesterday and it was fine, but it was -38 degrees. It was parked in a heated garage all night and this morning when I started it (tried it a few times) it was instantly at max throttle. Tried pumping gas peddle and there was no change.

In order for the motor to idle very high, it must receive a lot of air. The 3 places to check, in order are:

1. Stuck butterfly plate in the throttle body or throttle cable binding
2. IAC fully retracted and allowing air freely into the throttle body
3. A generous leak around the throttle body or air intake manifold (cracks, loose, bad gaskets, etc).
